Our Board of Directors is elected at our Annual General Meeting each year. Board members are there to oversee our work, help us shape the direction of the service that we deliver and to represent the interests of the people of Fife – our clients.

We’re grateful for the support and direction provided by our Directors.

Lilian Hamilton

Chair

Lilian Hamilton joined the Board in September 2020, becoming chair of the board in 2024, following retirement from Scottish Enterprise, Scotland's Economic Development Agency. Over her career she has worked across the private and public sectors as an experienced project manager, focussing over the last decade on Skills and Business Development, primarily across the Life and Chemical Sciences sector.  She has extensive experience of establishing, developing and leading multi-partner projects across Industry and Academia.

Lilian enjoys travel, reading, walking and family.

Martin Davidson

Vice-Chair

Martin is a civil servant and tax specialist who has worked in various tax policy and compliance roles across Scottish and UK government departments. He joined the Board of CARF in 2021 and supports the organisation with its financial responsibilities and governance arrangements. His commitment to CARF stems from a belief that high quality and timely advice on matters such as money, housing and employment rights should be provided free-of-charge to those who need it the most. Outside of work, he enjoys spending time with his young family, cooking and playing golf.

David Redpath

Chief Executive / Director

David joined CARF in 2009 as a Money Adviser following 9 years in financial services.  David has held a number of roles in CARF, most recently as Business Development Manager until his internal promotion to CEO in September 2020.  David is a Chartered Manager having passed his assessment in 2019 and is the current Vice-Chair at Kingdom Housing Association.  In addition David is Chair of the Fife-Employability and Training Consortium and Chair of the Third Sector Strategy Group.

Alistair Cairns

Director

Alistair was appointed a Director of CARF on 5th February 2020 following 14 years of working for Fidessa PLC, a company specialising in trading and investment management systems leading a department of 320 staff across 4 worldwide locations.

Alistair was also a volunteer in CARF for nearly 2 years and has extensive knowledge in change management, quality standards, HR matters including recruitment and training as well as a solid understanding in financial management.

John Park

Director

I have over 25 years of experience working in the social care sector and currently serve as a senior leader in operations.  Throughout my career, I have developed strong expertise in service delivery, organisational leadership, and performance management within complex care environments.

I joined the CARF Board in September 2025, bringing my experience in strategic leadership and operational oversight. I am committed to supporting effective governance, informed decision-making, and continuous improvement across the organisation.

I joined the Board because I value the important work CARF does in supporting people across Fife, and I am proud to contribute to its ongoing impact in the community.

Outside of my professional role, I enjoy keeping active through fitness and participating in sports.

Jean Ferguson

Director

Jean is passionate about making Scotland a place where everyone can be their best. After 30 years working in process excellence and Lean in the private sector Jean is now semi-retired with part-time work in the non-profit sector helping teams deliver more value. She joined CARF because of the good fit with her mission and values, e.g.

  • CARF vision “A better life for the people of Fife”
  • CARF commitment to continuous improvement
  • CARF social policy team which aims to get root causes resolved

Jean also volunteers on technology projects via the Scottish Tech Army, including support for systems at the Dunfermline Foodbank

Frank Robertson

Director

Frank joined the Board of CARF in January 2027. He worked in the petrochemicals industry for over 40 years with Amoco, BP and Plastic Energy, based in Europe, North America, and Asia with a focus on manufacturing and technology. In the “Third Sector” Frank was a Director/Trustee of Scottish Families Affected by Alcohol and Drugs for the past six years with his tenure ending in 2025. Currently Frank is also a Director/ Trustee of Substances Support Scotland. In his spare time Frank enjoys exploring the World, sport (running & Jui Jitsu), and following Scottish rugby, Manchester United and St. Johnstone
